Resolves YES if: On or before 2026-04-13T00:00:00Z, the UN Security Council adopts a resolution concerning the DPRK (e.g., S/RES/xxxx) that (a) includes at least one new binding measure under Chapter VII, including but not limited to adding one or more individuals or entities to the 1718 Sanctions List via an annex to the resolution; or (b) expands or creates binding sectoral restrictions or caps applicable to the DPRK.

Resolves NO if: No such Security Council resolution is adopted by the deadline; or the Council only issues nonbinding statements/press elements; or listings/changes occur solely via 1718 Committee actions without adoption of a Security Council resolution.
